TRISTATE CAPITAL BANK ANNOUNCES TWO NEW APPOINTMENTS AND BOLSTERS GROWING COMMERCIAL REAL ESTATE PRACTICE

PITTSBURGH — Dec. 19, 2025 — TriState Capital Bank has announced that two of its longtime commercial banking leaders have been appointed to new roles. Joe Pascarella has been promoted to regional president, western Pennsylvania, and Vince Locher has been named head of commercial real estate (CRE), a newly created enterprise-wide position.

The line-of-business focus for CRE will mirror the specialty strategies TriState Capital Bank has successfully implemented in its Fund Finance and Equipment Finance divisions.

“As we assessed our commercial real estate business, we chose to establish a new role for head of commercial real estate within our Commercial Banking leadership. This step reflects our commitment to ensuring high-touch client experience and growth in CRE, while also investing in our strategy and risk management framework for scalable success,” said Brian Fetterolf, chairman and CEO of TriState Capital Bank. “We are pleased that Vince agreed to take on the effort and apply his experience, industry knowledge and relationships to build out this new role and opportunity.”

Vince Locher served most recently as regional president of commercial banking for TriState Capital Bank. In his new role as head of commercial real estate, Locher will lead the strategic development, execution and oversight of the bank’s CRE strategy across a matrixed environment.The role covers all aspects of CRE lending, including market strategy, risk oversight, credit execution and portfolio governance, working in close collaboration with senior leadership, credit and relationship teams.

Locher has over three decades of commercial banking, retail banking, private banking, community development and wealth management expertise. Prior to joining TriState Capital in 2013, Locher served as the executive vice president and managing director at a large regional bank. He holds a bachelor’s degree in economics from the University of Pittsburgh and is a graduate of the ABA Stonier Graduate School of Banking.

Joe Pascarella served most recently as senior vice president, commercial real estate, for TriState Capital Bank. In his new role as regional president, western Pennsylvania, Pascarella is responsible for the overall management of commercial banking-related activities in the western Pennsylvania market.

Pascarella has over a decade of commercial real estate experience, and prior to joining TriState Capital in 2018, he served as vice president of real estate banking and commercial real estate relationship manager at a national financial institution. He holds a bachelor’s degree in accounting from Penn State. 

“Joe will be an excellent regional president,” Fetterolf added. “He has built an exceptional level of engagement with our Pittsburgh team, our clients and the communities in western Pennsylvania.
